On December 20, to implement the deployment of the Sichuan Safety Production Committee and Sichuan SASAC on the collective learning and popularization of the newly revised Work Safety Law of the PRC, strengthen employees' awareness on work safety, focus on and support work safety compliance, create a sound legal environment, SIE held a special training themed "the Rule of Law and Compliance on Work Safety". The training invited Xu Dali, consultant (Level 2) of the Safety Coordination Office of the Department of Emergency Management of Sichuan Province, and Zhang Changjian, SIE's perennial legal adviser and senior lawyer of JT&N to deliver lectures at SIE HQ.

Xu Dali focused on explaining the cases of safety production accidents of various places in recent years and emphasized that enterprises should hold the "bottom line" of safety production, perform their responsibilities for safety supervision and strictly implement the requirements of "Co-responsibility Policy of the Party and Administration; Two Duties for One Post; Concerted Efforts and Negligence Liability" and the principle of "Three Administrations and Three Musts".

Zhang Changjian interpreted the revisions of the new law on safety production in detail from four perspectives, i.e., the eight major key words of the law, enterprises' violations and legal liability, punishment for violations of enterprises, and suggestions on enterprise compliance, during which he put emphasis on the "dual prevention mechanisms" and provided a new idea as well as a new vision for enterprises in improving and completing their safety production compliance system and safety production liability system.

Jiang Jun, Chief Economist and General Counsel of SIE, presided over the training and made a speech on implementing the new Law of the People's Republic of China on Work Safety. At this meeting, Jiang Jun pointed out that learning and implementing the new law has great significance in promoting the implementation of enterprise entity responsibility, holding the "red line" and "bottom line" of safety production and realizing the modernization of safety production governance system and governance capacity. SIE should reinforce the publicity and learning of the newly revised law on safety production in a concentrated way and continue learning and implementing the law in an in-depth way. Combined with the new situation and missions for safety production, SIE should stick to the new requirements, regulations and standards, fully implement all safety production tasks and develop a habit of applying national laws & regulations and enterprise rules & regulations.

Around 50 people participated in this special training, including Wang Mian, member of the Party Committee and Director of SIE, heads and staff of each department of SIE, heads of subsidiaries, the persons responsible for safety production, heads of safety departments and safety production personnel.
